Tensions between Police and FARDC in Kisenso in the Fight against Banditry
In the bustling commune of Kisenso, tensions between the police and the elements of the Armed Forces of the Democratic Republic of Congo (FARDC) have reached a boiling point in the ongoing battle against banditry and crime. Reports from witnesses on the ground reveal that disagreements over the handling of bandit arrests have sometimes escalated into gunfire, leaving residents in fear.
Witness Accounts of Rising Tensions
Merveil Temene, a resident of Kisenso, shared with ACTUALITÉ.CD that the situation has led to regular gunshots in the Kabila neighborhood, causing panic among residents. “Some prefer to spend the night at relatives’ homes, away from the sounds of weapons,” he explained. Last weekend, a violent altercation erupted between police officers and soldiers over the arrest of a group of young bandits. “The police insisted on questioning them first, but the FARDC elements opened fire on two police officers, who died on the spot. Videos of this incident are circulating widely on social media,” he recounted.
Community Perspectives on Security Improvements
Despite the escalating tensions, several residents have noted an improvement in security since the arrival of the FARDC. They have observed a significant decrease in the phenomenon of “Kuluna” (urban banditry) and police abuses. An anonymous resident highlighted the FARDC’s firm stance against abusive practices by some police officers. “These soldiers are forcing corrupt officers to stop their nighttime extortions. They arrest people for loitering, an offense that exists only in their minds,” she denounced.
Many residents also praised the protective role of the military. “The FARDC escort citizens to their homes late at night without any threats, unlike some police officers,” one resident reported. Kisenso, one of the communes most affected by the Kuluna phenomenon in Kinshasa, now hosts several FARDC military bases. These units are tasked with eradicating banditry and restoring public order.
Challenges and Hopes for Improved Coordination
While the coexistence between police and military forces remains contentious, the impact of the FARDC on local security is widely acknowledged by the residents of Kisenso. The challenge now lies in achieving effective coordination between the two forces to better protect the population.
