SCED Denounces Interference in Provincial Management in Kasaï Central

In a recent development in the province of Kasaï Central, the Société Congolaise pour l’État de Droit (SCED) has raised concerns over what it perceives as interference in provincial management by central authorities. The SCED, a key advocate for the rule of law in the Democratic Republic of Congo, issued a statement criticizing the actions taken by central authorities that they believe undermine the spirit of decentralization enshrined in the country’s constitution.

Criticism of Central Authorities

The SCED highlighted the issue of repeated summons sent by central authorities to the Provincial Assembly and the Governor of Kasaï Central. The language used in these summons, such as “Upon receipt…” and “Without fail…”, was deemed authoritarian and reminiscent of a time when provincial autonomy was routinely disregarded by an overbearing Ministry of Interior. The SCED also expressed concern over the use of social media for transmitting these messages, which they view as a violation of official procedures.

Support for Governor Moïse Kambulu

The tensions in Kasaï Central have been further exacerbated by the recent recall of Governor Moïse Kambulu Nkonko to Kinshasa for consultations by the Ministry of Interior. However, the provincial executive secretariat of the Union sacrée, led by Mado Kambeta, has reiterated its support for Governor Kambulu and President Félix Tshisekedi. They have denounced calls for Kambulu’s resignation from a dissident group, citing issues of mismanagement, incompetence, and stagnation.

Call for Dialogue and Constitutional Principles

As the situation escalates in Kasaï Central, the SCED has urged authorities to prioritize dialogue and uphold constitutional principles to safeguard the autonomy of provincial institutions. Governor Moïse Kambulu has also made his stance clear, emphasizing the challenges faced by the province during a joint press conference with government ministers. The SCED’s call for adherence to constitutional norms is crucial in maintaining stability and respecting the rights of provincial administrations.
