Implementing IGF Recommendations: Daniel Bumba Creates Commission in Kinshasa
In a strategic meeting held on Friday, January 10, 2025, in Kinshasa, members of the provincial executive, economic operators, and a delegation from the Inspection Générale des Finances (IGF) came together. The primary goal of this meeting was to define the necessary measures to strengthen the financial and administrative management of the Congolese capital.
The meeting was a direct result of recommendations made during the previous administration in a working session between Governor Daniel Bumba and the Chief Inspector General, Jules Alingete. Key points on the agenda included revenue traceability, modernizing expenditure processes, digitizing financial systems, managing debts and receivables, as well as evaluating the city’s real estate and land assets.
Creating a Commission for Change
To expedite the implementation of these crucial recommendations, the governor has instructed the formation of a commission and sub-commissions. These entities will operate for one month at City Hall and will focus on enhancing financial governance practices, assessing municipal assets, and restructuring contracts between the city and its partners.
Israël Mutala, the governor’s chief of staff, emphasized that the IGF will be present as an observer to support this process. He reassured stakeholders that this initiative is not about witch hunting but rather about rectifying identified weaknesses, particularly concerning the distribution of shares and revenue allocation.
